Micro-credentials and the EU Digital Identity Wallet.
Micro-credentials certify the learning outcomes of short courses. The EU asks for them to be portable and verifiable, and the EU Digital Identity Wallet gives every citizen a place to keep them. Issuing micro-credentials as verifiable credentials in wallet-compatible formats lets learners reuse them across institutions and borders.
What a micro-credential is
A micro-credential records what a learner achieved in a small, assessed unit of learning: a short course, a module or a professional training. The 2022 Council Recommendation lists the information it should contain, including the learner, the issuer, the learning outcomes, the workload and the form of assessment, and asks that it be owned by the learner and easy to share.
The Swiss position
In June 2024 swissuniversities, the conference of Swiss higher-education institutions, published a shared understanding of micro-credentials. It encourages institutions to issue them in an electronic format that is, where possible, compatible with European Digital Credentials for Learning (EDC). Designing Swiss micro-credentials on the European data model keeps them readable by institutions and wallets across Europe.
Where the EUDI Wallet comes in
Under Regulation (EU) 2024/1183 every member state provides an EU Digital Identity Wallet. Besides identity data, the wallet holds electronic attestations of attributes, which include educational credentials. A micro-credential issued to the wallet can be presented to any relying party that accepts it.
What institutions should prepare
- Describe each credential with the European Learning Model so its meaning is clear to other institutions.
- Choose formats and protocols that EUDI wallets support: SD-JWT VC with OpenID4VCI and OpenID4VP.
- Decide which fields can be disclosed selectively, for example grades or date of birth.
- Run a small pilot with real learners before the wallets reach the whole population.

SAPIO issues and verifies micro-credentials with these standards. In the EU.ACE university alliance, learners received verifiable credentials in a wallet and presented them for independent verification. Questions
Do learners need the government wallet to receive a micro-credential?
Not necessarily. Any wallet that supports the same standards can hold the credential. Standards-based issuing means the learner can move to the national EUDI Wallet when it is available.
Are micro-credentials only for universities?
No. Training providers, professional bodies and employers issue them too, for courses, certifications and in-house training.
